The Tainan city government secretariat in order to implement the policy idea “Do better, live better” by the mayor Huang Wei-che, continued to promote all sensible administration with bright results last year in the severe epidemic: in coping with epidemic in level three alert to set up the official service area to “strict in epidemic prevention and fast in convenience for people” for advance deployment, and had fruitful performances and results in promoting the “green energy on roof, solar farm for profit,” constructing the administrative space of “safety and earthquake proof, and friendly for handicapped,”also actively promoting the “saving energies and anti-drought measures. ” The secretariat not only provides the backup supports for all the teams in every bureau, the staff services for administrative connection and resource integrations, also to carry out the administrative target of “Better Tainan and Sensible Administration” by the mayor Huang Wei-che in concrete.
As secretariat stated that, under the sensible administration idea of “Do better, live better” by the mayor Huang Wei-che, we counted the promotive four major working performances for over the past year:
1. The united official service area to “strict in epidemic prevention and fast in convenience for people”
In coping with the elevation of epidemic nationwide, the advance deployment started from the second-floor cloister of Yonghua Civic Center to the platform before administration building of Minzhi Civic Center, to set up the united official service area on May 17th. Until July 23th, for over the two months, there were up to 28,596 people served. The secretariat obtained the high recognitions by the people served for carrying out the policy of “strict in epidemic prevention and fast in convenience for people”
2. Promoting the “green energy on roof, solar farm for profits” for two civic centers in full speed
We continuously to finished setting the solar photovoltaic system at the terrace of 11th, 13th, 15th floor in Yonghua civic center, the outer platform in semicircle skylight panel on the 7th floor, and the parking lot along the Nandao Rd, also the layout of photovoltaic panel at the Nanying building in Minzhi Civic Center, and the roof top of Nanying hall. The total contract capacities of solar farm profits on the roofs of the two civic area had reached 1161.59kwp in total, which can generate electricity about 1,400 thousand kWh, and the feedback funds by selling electricity every year is about 780 thousand NT dollars in all solar photovoltaic system; which set up the best paradigm for the energy policies of the public sector.
3. To construct the administrative space of “safety and earthquake proof, and friendly for handicapped”
To strengthen the administrative building in earthquake resistance structure, we successively finished the reinforcement of damper construction in Nanying hall of Minzhi Civic Center, the reinforcement of structural steel frame construction in Nanying building; after the reinforcement which can withstand an earthquake in magnitude 7 of Richter scale, and safer for the Tainan city workers and the people for services; otherwise to additionally set up the gender neutral and accessible restroom in Nanying hall, and largely improve the facilities to satisfy the users in different needs to obtain high recognition; meanwhile to complete the improvement of 12 wheelchair ramps and two layout of facilities on pedestrian island in Yonghua civic center. After the improvement, it can be more convenient and sensible for the usage by handicapped people.
4. Actively implement the “saving energies and anti-drought measures” in every bureau
We promoted the advance deployment policy in an all-out way which instructed by the mayor Huang Wei-che who called the saving water and anti-drought meeting, being the first to implement every water-saving measure in the two administrative buildings. To promote the field mentoring program for energy-saving counseling group into schools and institutions to assist all institutions in the diagnosis of water, electrical and energies saving issues; meanwhile to replace all the LED lights in two civic centers, in which the Yonghua center with 7,275 of replacing lamps to saving electricity bills about 1,900 thousand NT dollars annually, the saving rate had reached 51%；as for Minzhi Civic Center with 1,244 of replacing lamps to saving electricity bills about 230 thousand NT dollars annually, the saving rate had reached 45%.
he secretariat pointed out that, as the first-class staff unit in promoting municipal administration, even though its general business was not like other first-class institutions to show their business highlights easily, but the importance in providing administrative teams with backup supports and supply integration is same as the highlights of five visions which promoted by all bureau. In addition to the fruitful results from the above four important measures, it kept in obtaining the excellence award in the “performance appraisal of Government Procurement Supervision Units of local governments” in which the implemented staff who obtained the golden award in “National Records Management Quality Awards” also represented good in performance.
The secretariat stated that, municipal administration is a responsibility, and its implementation is more extensive; therefore from next year (111th year of the Republic era) it will continue to promote the reinforcement of earthquake resistance construction in city hall of Minzhi Civic Center and Yonghua administrative building to comply with current earthquake specifications；otherwise, it will improve the flaws of skylight panel leaks in second floor of Yonghua civic center, to benefit the perfect use in administrative space and landscaping transformation in both eastern and western sides of 1st floor in Yonghua civic center, in order to provide recreation centers for people to served and city workers, and for Tainan to become a place of happiness with compassion and affections.
