  2. Interpreting and clarifying doubts regarding the execution of procurement regulations, guidelines, and rules for the City Government and its subordinate agencies.
  3. Distributing, amending, and forwarding decrees, regulations, and interpretations issued by the central competent authority.
  4. Handling the reporting of procurement cases from first-level agencies for central supervision, approval, and record-filing.
  5. Managing matters related to the Government Procurement Agreement (GPA).
  6. Organizing education and training for procurement personnel.
  7. Conducting written and special project procurement audits for the City Government and its subordinate agencies.
  8. Handling procurement complaints, appeals, and performance mediation affairs.
  9. Developing and maintaining templates for procurement bidding documents.
